Abstract

Global supply chains (GSCs) are becoming increasingly complex, interconnected, and subject to
volatility due to rapid technological advancements, geopolitical uncertainties, environmental
pressures, and evolving market expectations. Ensuring the efficiency, resilience, and
sustainability of these networks requires a comprehensive understanding of the key drivers that
shape supply chain performance. This review synthesises the existing literature on three critical
levers: policy, innovation, and collaboration.
Policy provides governance structures, regulatory frameworks, and incentives that guide
sustainable and inclusive supply chain practices, ensuring compliance while fostering innovation
adoption. Innovation encompasses technological advancements, process improvements, and
novel business models that enhance operational efficiency, environmental sustainability, and
competitiveness. Collaboration emphasises coordinated engagement among firms, industries,
governments, and civil society to manage interdependencies, share resources, and co-create
solutions to complex challenges.
Building on these levers, this review proposes an integrated conceptual framework that links
policy, innovation, and collaboration, illustrating how their interplay can strengthen supply chain
resilience, promote sustainability, and enhance global competitiveness. The study identifies key
enablers, such as digital technologies, regulatory support, and multi-stakeholder partnerships,

alongside barriers, including fragmented governance, capability gaps, and data transparency
challenges.
